School Safety & Security

The Howard County Public School System is committed to doing everything possible to ensure students and staff are provided a safe, healthy, and supportive environment.

Complete information on HCPSS School Safety and Security can be found on the HCPSS website.

Report a Tip

HCPSS asks students, families, staff, and community members to report suspicious activity or any concerns to school administrators as soon as possible. Additionally, HCPSS encourages the utilization of Safe Schools Maryland, an anonymous and free system to report any school or student safety concerns, including mental health concerns. Safe Schools Maryland operates 24 hours a day, seven days a week, 365 days a year. Anyone can call the tip line (1-833-MD-B-SAFE / 1-833-632-7233), complete an online form, or use the Safe Schools Maryland app.

HCPSS Threat Management

HCPSS has a detailed threat management process. If an alleged threat is reported (verbally, in writing or through social media), a consistent set of procedures and documentation are set in motion. This detailed process involves collecting information to understand what led to the alleged threat, interviews with witnesses, and a review of educational and disciplinary records. The process is collaborative and includes school staff, HCPSS Division of School leadership, and staff with HCPSS Safety and Security. It also is common for school and system leaders to consult with Howard County Police.

Emergency Protective Actions

In an emergency, the initial actions taken during the first few moments of an incident are essential to student and staff safety, and may include lockdown, modified lockdown, shelter in place, or evacuation. Details on each of these circumstances can be found on the HCPSS website.

Communicating to Families

In any developing situation, the first priority is to first ensure the safety of all students and staff, and communicate with any relevant law enforcement agencies. Notification to families is crucial and will be done as soon as staff are able.

Communication to families will be emailed and/or texted to parents/guardians to the contact information on file in HCPSS’ systems. Parents/guardians should verify/update Family File/Emergency Information each year to ensure their contact information, as well as student emergency dismissal procedures are correct.

Parents/guardians are automatically enrolled for email notification; however, all users must opt in one time to receive text messages. To opt in or confirm that you are signed up to receive messages, text the word “yes” to 67587 from the mobile number listed in your Family File.
